 本書では、グローバルな都市間競争が進展する知識経済において、地域内でイノベーションを創出して競争優位を高めるという観点から、地方自治体が公民連携のプラットフォームを構築し、地域外の様々な資源やアクターと協働する「国際的な地域産業政策」について検討する。地域経済の活性化のために、地方自治体は海外のカウンターパートと戦略的な政府間関係を結び、地域間で情報やアイディアの交流を促進する役割を果たす。地域住民の生命と財産を守ることを第1の存立目的とする地方自治体が、海外をはじめ地理的にその管轄する地域を越えて経済振興施策を実施することの意味とその取組内容について理論検討と事例分析を行う。具体的な研究対象として、地方自治体海外事務所の機能と国際立地、公営上下水道事業の海外展開、企業と連携した国際見本市・展示会への出展施策、欧州で展開されている政策理念「スマートスペシャリゼーション」による地域間連携などを論じる。

 This study explores the dynamics of international economic collaboration supported by municipalities in global competition. In the knowledge economy, the competitiveness of cities and regions depends on their ability to create innovation within their geographic area. The first mission of municipality is to protect the lives and property of residents in the region which jurisdiction is clearly designated. But for developing regional economy, municipalities implement economic promotion measures even in overseas.
 The research purpose is shown in Chapter 1. Chapter 2 confirmed prior research on regional public policy and cluster theory. Two key concepts “global pipeline” and “gatekeeper” are examined as the function of developing industrial cluster. In Chapter 3, municipal governmental overseas offices are analyzed from their function and the location. We clarify municipality had been setting up overseas bases in the past due to administrative and political reasons such as sister city relations, but in recent years, in order to gain business benefits such as support for overseas expansion of local companies. The number of municipal overseas bases tends to increase from the year of 1981 to 2011, showing that municipalities has been strongly required to build networks with foreign countries.
 In Chapter 4, through case analysis of municipal water and sewerage service going overseas, it is pointed out that municipality can work as a global pipeline, creating business opportunities as demand overseas for regional water business companies. In Chapter 5, the case of exhibiting at the international trade fair by municipalities are examined. And in Chapter 6, the concept of smart specialization which is popular in European regional policy is explored. The issue of international city collaboration by Japanese municipalities in Asia is discussed.
The main objective of this study is that municipalities play critical roles in upgrading the local economy by facilitating the flow of information and ideas among firms and research institutions overseas on the bases of intergovernmental relationships with their counterparts abroad
